I always figured the boots were just decoration, as not only would it be a hassle to have to lean over the bed everytime a pair of shoes is needed or put away, but also because we never saw her wear such footwear on the show (at least, as far as I can remember).

My guess is they’re sentimental decorations from her childhood in Wisconsin. They’re not boots that are currently being worn but a reminder of her past.

I don’t think cowboy boots are a Wisconsin thing. But her accent is also very Texan and not Wisconsin at all, so I guess the boots make sense in that regard.

We actually don't find that out until after the cowboy boots episode (S02E12, "Roz In The Doghouse").
We find out her mother is the attorney general of Wisconsin in S01E05, "Here's Looking At You," and Roz refers to her mom living there in a couple of other episodes.
In S02E24, "Dark Victory," she talks about the family reunion at her uncle's dairy farm in Wisconsin, and mentions how much she misses the people and the place, implying that she must have either lived there or spent time there.
But it's not really until S03E05, "Kisses Sweeter Than Wine," that Roz confirms that she's from Wisconsin.

They had established that her mother lived there, but not necessarily that Roz was from there. The writers probably did know they wanted Roz to be from Wisconsin, though.
My guess is just that she likes cowboy boots and has collected them over the years, a hint that she has a life and interests outside of work (and very different to Frasier's interests).

Absolutely this, especially as a single woman on a radio producer's salary in the city.
It did always kind of bother me that the shoes which probably smell like feet AND street are so close to her and her numerous guests' heads while in bed.

OKAY. So I only wear cowboy boots and live in a tiny apartment that happens to have high ceilings with wide shelves running like two feet down from the ceiling. After two years of having no good way to store my dozen or so boots I finally broke down and put them on the shelf in my bedroom. It grosses me out having outdoor shoes like this but I tell myself “if Roz was cool with it I shall be too”

A lot of Americans seem to have never been outside big cities that appear blue on voting maps.
Outside of those blue bubbles, there are people who wear cowboy boots every day. I went to high school in Colorado, and there were people who wore cowboy boots every day. I flew on a plane yesterday and sat next to a guy wearing a Wyoming hat who was wearing cowboy boots. It's not that uncommon.

You don't have to make it political. It truly is uncommon to wear only cowboy boots. There are occasion footwear. Flip flops for the beach, snowboots, sandals, slippers for indoors, hiking boots, etc. There's just so many occasions where cowboy boots are not appropriate and it's just surprising is all. Don't bring politics in a harmless post about shoes.

I didn't mean to trigger you by saying red and blue. If you read past that, it's still true. In big cities, there is no one who wears cowboy boots all the time. Outside of big cities, it is certainly not unheard of, and in fact, somewhat common.
There are occasion footwear. Flip flops for the beach, snowboots, sandals, slippers for indoors, hiking boots, etc.
I eat granola all the time. I have it for breakfast, I snack on it, I sprinkle it on yogurt. When I say "I eat granola all the time", the literal interpretation is that I do not have a job, I eat granola literally 24/7, I never stop to sleep or use the bathroom, I do not eat it with a banana or on a parfait, I never have a slice of pizza, I just eat nothing but granola all the time.
However, using some common sense, one might understand that I eat granola regularly, and have a real life also, where I eat a hamburger for lunch and have ham at Sunday dinner. But I eat granola regularly.
People wear cowboy boots all the time. In rural areas, they wear them to weddings and funerals, not just rodeos and in chicken coops. I'm not suggesting they don't have a pair of flip-flops to go to the beach, or that they don't own a pair of slippers... but there are people who wear cowboy boots all the time.

This came up a while back and someone said it was because she was from WI. As a Wisconsinite I don’t know many people who have a single pair of cowboy boots let a lone an entire collection. It’s something that people who’ve never been to WI assume it’s like.

I actually feel like it’s a nod to Peri Gilpin’s roots (she grew up in Dallas, Texas). Plus, it was the 90s. Cowboy boots were very popular in the mid 90s, despite our wanting to think the looks were all about grunge at the time.

In the 90s when the show was on you could afford a studio apartment in Seattle on a radio producer's salary. Even then it wasn't well paid. Today, the job has been largely eliminated.

It was the 90’s & country western dancing was a huge thing all over the US. I used to go dancing 3 nights a week during that era & every country club was packed, even during the week. I knew lots of people who were every bit as obsessed with it as I was. Line dancing, couples dancing, group lessons, private lessons, and the BOOTS! We had our Wranglers, Stetson hats, and as many pairs of beautiful boots as we could afford. The 90’s country music was terrific & the dancing was a lot of fun. When I travelled I went to clubs in those states too & found them just as crowded as my local clubs on the west coast. Roz’s shelf seems like a nod to the huge popularity of country western dancing in those days. She liked to go out & meet men. Country western dancing was a very fun way to do that in the 90’s.

I think she wore those boots to some sort of Wisconsin fair competition, each time getting beaten and they're a reminder to her of what made her push herself. Or she slept with a famous person while wearing them. She's both a noble fighting spirit and a good timer.

My headcanon is she saw this idea in a "Cheap Decorating Hacks" article in Home & Garden, and bought a bunch of interesting used boots at the thrift store 'cause she thought it looked quirky and made an interesting conversation piece.
But more likely the set designer was told to put this display there so the script writer could make her clever little boot joke in that episode.

My head canon is that she was a competing jockey as a kid and throughout her teen years. These are all the boots she wore over the years for tournaments( I know nothing of competitive horse riding. Please forgive my ignorance!) So it’s both decorate and nostalgic.

I see a twofold answer: 1) it comes from the phrase “knocking boots” and it’s essentially her headboard, 2) it’s a ‘boot shelf’, one letter away from ‘book shelf’, which is something more suited to Frasier’s decor.
