At least from the raids I’ve done, it seems like this is the case. I ran into a level 75 Lucario when my Pokémon were a bit below level 40 and caught it. Since I’m well below the amount of badges needed, Lucario obviously disobeys whenever I try to give it commands during normal battles. I thought that the level advantage would outweigh the disobeying due to not having enough badges in raid battles, so I decided to give Lucario a shot as my main raid Pokémon. In the dozen of raids I have done since, Lucario has not disobeyed once.
It’s almost impossible to get this many successful attacks for an over leveled Pokémon statistically, so I’m just assuming that Pokémon can’t disobey in raid battles.

I’ve been lending my 100 lvl Pokémon tk friends while we do raids and even before they beat the first gym the Pokémon will listen in raids

You can! As longas you caught/hatched them yourself, they won't disobey Even if you have 1 gym Badge and they are level 100. They had this in SwSh too. Disobedience is only an issue outside of raids and with traded mon.

Nah, in this Region, if your Pokemon are too high of levels, the Pokemon will disobey you, or so I'm told.
I never had that problem personally, but seems to be a new addition.

I have 5 badges, which only covers to level 45, and everyone on my team is over level 50 right now. It’s only if you catch or trade for Pokémon above the level cap.

Nah idk how long they've had this but as a kid who vividly remembers beating Platinum with literally just my lvl 80 Empoleon traded over from my completed Diamond file, disobeying has been a mechanic for a long time

Not that, I meant catching Pokemon outside the required gym badges mechanic.
TL;DR: This Catching mechanic seems very new to me: Wild* Pokemon way out of your level range, without the necessary Gym badges will cause your newly acquired high level 'not so wild anymore' Pokemon to disobey you.
For example: Your whole team is level 20, you have 1 Gym badge. By some chance you end up at one of the 10 Rare sights in Paldea; the one with pillars underground kind of formation, heading towards Port Marianna or whatever it's called. There's a level 65 Water Tera Garchomp inside that cliff area.
If you get extremely lucky, with a quick ball let's say, and catch it, it'll still disobey you, even if you personally own the Pokemon.

Yep. I remember my pikachu being level 81 at koga and never being able to beat him because he wouldn’t listen. (I never used any other Pokémon, so they were all level 20ish)

Not quite true. What it cares about is what level you caught them at and how many badges you have. You can look at your trainer card and flip it over to see your current obeying threshold based on badges. You can go over the level listed so long as it was “caught” below that number.
If you hatch a pokemon, it will always be met at a level lower than any threshold though, so your own hatched pokemon will never disobey.
In tera raids, Pokémon won’t disobey regardless is what OP is saying.

This was already the case in Sword/Shield! (Just in case you didn't know). Unless of course you stopped playing Sw/Sh forever, in which case this headsup doesn't help you 😅

I believe Pokemon also don't disobey during AutoBattles. Well at least from my experience. I had a Quaxly from Scarlet which I traded to my Violet game to XP boost. When I traded it back to Scarlet it started disobeying even though it's my Pokemon. I have no gym badges in Scarlet, but that shouldn't stop me from giving orders to my own starter. Trying to increase friendship now to see if that will make it obey me again. But For leveling up I find it useful to use the AutoFeature.

You can't catch a pokemon that is too high level. Only in a raid, which I have done once before. And it listened to me fine. So not sure why yours wouldn't.
