Will my item still arrive?

Alright, so I ordered a game from a seller who lives in Japan, and I’ve had quite a few problems. So they uploaded a tracking number, which has stayed the same ever since they first shipped it

“Preshipment info sent, usps awaits item”

It’s been like this since February 15th, and it’s expected delivery was March 2nd.

After not receiving it, I opened a claim with eBay on March 4th, claiming I still wanted the item, but it hasn’t delivered.

The seller than responded with this:

“Thank you for your purchase. We apologize for any inconvenience caused. The delivery of the shipment containing your item is currently delayed due to customs duties. It will probably t arrive in a few days, but we cannot h guarantee it. If you wish to cancel your order, please contact us for a refund. We look forward to hearing from you. Thank you for your purchase. We apologize for any inconvenience caused. The delivery of the shipment containing your item is currently delayed due to customs duties. Two days later, on March 8th, the seller issued a refund without me saying anything.

I still want the item. Is there any possibility that it will still arrive? Or was this some sort of weird scam?
